question about that insane tricky level 3 effect: can they still activate their effects?

Well, this is not the only piece that gives such effect.
The rules about this type of effect is...they were "treated" as No-effect, not "become" no effect.
Effect are still there. Like those yellow spirits having the effect of changing color, they are still yellow.
