does second effect mean, that opponent can not take/move cores from his spirits to level up, get level 1 activated of his summoned spirits??

"[LV2] (During Opponent's Main Step) Core can't be moved from opposing spirits unless due to an effect. "

Means Can lvl up, cannot lvl down.
